Mark Winogrond, FAICP
January 1947 - February 2024
Mark pushed the boundaries of planners and planning to make real change and his dedication to our profession left an indelible mark. His planning career began with the San Francisco Planning Department where he ultimately became the Director of Community Development. He led the rezoning of the entire City, with an emphasis on distinct neighborhoods and districts in lieu of the typical standards of land use type and density/intensity. In Southern California Mark served as the first Planning Director for the newly incorporated City of West Hollywood and built the planning organization, defining its roles and operational procedures, and hiring and managing staff. He oversaw the precedent-setting APA Award-winning General Plan and Sunset Boulevard Specific Plan. In Culver City, he oversaw transformation of the downtown into an active and economically successful district. Mark also served as Interim Planning Director of the City of Los Angeles and his accomplishments in each of the cities where he worked were transformational. Today’s diverse districts, pedestrian[1]oriented streets, mixed-use and affordable housing, and vital businesses in each of these and other communities are outcomes of Mark’s leadership, skill, and commitment for working with the community and elected officials to create real change.
